Why is it that North West Province and Mpumalanga Province are able to provide financial support per learner to cover and manage the costs involved in practical work? If this is the case, can other provinces be blamed for not always being able to adequately complete the practical work required?

This is a very important aspect and standardised provincial practice should be implemented so as to not disadvantage any learner. Would you see this as the responsibility of Provincial Subject Co-ordinators?
