The South African/Finnish Cooperation Programme in the Education Sector (SCOPE) comprised three components, namely higher education, ITCs and inclusive education. The overall objective of the programme was to contribute to the capacity and to enhance the quality of educators in South Africa. The programme was conducted in Mpumalanga and Northern Cape in two phases from February 2000 to December 2003.
The final report of the was presented to the Department of Education in 2003 under the title "Opening Schools for All Children in South Africa: The experience of inclusive education in Mpumalanga and Northern Cape provinces" written and compiled by Dr Maria Da Costa.
During the project valuable development work was done in the area of classroom practices that enhance the participation of all learners. A guideline was developed under the title "Observations from South African Classrooms: Some Inclusive Strategies" (2003) by Dr Sai Vayrynen.
